The author notes that after the occupation of the Ukrainian Crimea, Moscow began to actively strengthen and develop its positions beyond the Arctic Circle. There she builds new airfields, military bases, radar stations and the like. And the core of the new Arctic troops was the most powerful Russian fleet - the Northern. Moscow is actively building up its forces in the Arctic, because it seeks to seize its rich oil and gas deposits, which are claimed not only by it. Russia lacks the technology to develop such deposits. But she does not want to give them to anyone.

However, Arctic expansion may have a deeper meaning. After all, the euphoria from the annexation of the Crimea began to gradually fade away. And Vladimir Putin needs a new adventure for mobilizing Russians around him and his regime a year before the elections. Starting new "small victorious wars" for Russia can be too difficult, given that the adventures in Ukraine and Syria are still going on. In addition, there are few countries on which the Kremlin could attack with impunity. Therefore, the "cold war" over the Arctic can play such a role for Putin.

Moreover, Russia has many heroic stories about Arctic expeditions.

Earlier, eight countries agreed on joint cooperation in the Arctic. Canada, Russia, Denmark, Finland, Iceland, Norway, Sweden and the US signed a joint statement on cooperation. This document specifies the doctrine, tactics, procedures and protocols for the exchange of information for responding to emergencies at sea.

As it was reported, in 2015 Shoigu announced the construction of new military bases in the Kurils and the Arctic.
