The format of the peacekeeping mission in the Donbass may be one of the main topics of the international conference on security in Munich.

However, the discussion is not the solution of the question. Even if we imagine that the peacekeeping contingent will be a topic for discussion, this does not mean that it will become a reality. And if it becomes a reality, this does not mean that it will be a solution to the problem.

At the first glance, with the possibility of introducing a peacekeeping mission to the Donbass, all agree. But only the parties to the conflict perceive the very notion of a peacekeeping mission in completely different ways. It is no coincidence that even before the public announcement of the Rasmussen fund's report - and it is just about the format of the peacekeeping mission - the Russian Foreign Ministry hastened to state that the proposals of the authors of the report contradict the Minsk agreements.

However, it is unlikely that all the provisions of this document will suit Ukraine. For example, its authors suggest that the peacekeeping contingent in the Donbass can not include members of the NATO military.

However, simultaneous participation in the continent of peacekeepers from CSTO member countries and the Eurasian Economic Union, Kazakhstan and Belarus. It remains completely unclear how the closest allies of Moscow can ensure the process of restoring the territorial integrity of Ukraine.

Misunderstanding of this difficult truth by the authors of the report casts doubt on their competence as such.

It is necessary to understand one more important thing. The very introduction of a contingent into the Donbass and the creation of an international administration in the occupied region will mean that the actual Ukrainian control over the territory - control that will protect the inhabitants of Donbass from Russian propaganda, identify agents of the enemy's special services, lustration and bring collaborators to justice - will be restored only after implementation of the Minsk Agreements. That is, after establishing a status for the region that will preserve the possibility of propaganda processing of residents by Russian media and will give an opportunity to gain a foothold in the power of Russian agents.

If Ukraine does not agree with such violence over its own sovereignty, the international administration will gain a foothold in the Donbass for decades.

Only now Russia will get rid of sanctions. And this will be the main result of the mission of peacekeepers.

UN peacekeeping contingents, as a rule, appear to resolve internal conflicts or disputed territories. But the very idea that peacekeepers should change the occupant, and the victim country put additional conditions for the return of its control over the occupied territory is a mockery of international law.

However, the failure of the peacekeeping mission will not be connected with the fact that Kiev does not want to agree with such mockery. Peacekeepers will not be simply because Russia will not allow them to appear.

For Russia, the replacement of its troops in the Donbas, even by Byelorussians and Kazakhs, is a demonstration of weakness. A pledge of Putin's power is a demonstration of strength. Putin from the Donbass so simply will not go away.
