The Cabinet of Ministers approved the Procedure for attestation of persons applying for admission to the civil service, concerning the free proficiency in the state language.

Decision of April 26, 2017 No. 301 was adopted to implement the Law of Ukraine "On Public Service".

According to the Procedure, an authorized higher educational institution organizes and conducts attestation, which forms the appropriate commission.

The appraisal process takes place in written or oral forms.

Oral attestation includes a business conversation on a specific scenario and a presentation message on the commission's theme. In writing, a test task and a written translation of the text on professional matters.

After attestation, applicants applying for admission to the civil service receive appropriate certificates.

According to a poll conducted by the Razumkov Center, more than two thirds (68%) of Ukrainians consider their native language Ukrainian, 14% Russian, 17% Ukrainian, and Russian equally, 0.7% other languages.
