Head of CEC hopes for cancellation of municipal election filter

RIA Novosti writes that the head of the Russian Central Electoral Commission, Ella Pamfilova, hopes to abolish the municipal filter in the future in the Russian elections. For this step, she said, virtually all participants in the meeting of the newly created working group on improving electoral legislation.

In the course of today's session of the CEC on June 30, the head of the commission reported that on July 22 a working group meeting under the leadership of the first deputy head of the Kremlin administration Sergey Kiriyenko. She said that this meeting was "launched a great systematic work on the analysis and systematization of all electoral legislation".

Pamfilova said: "I do not even doubt that, by the next election cycle, there will indeed be a lot of work done to systematize, simplify our electoral legislation. In particular, I want to say that everyone - both party leaders and experts - was unanimous about the notorious filters. Unfortunately, this election campaign did not have time to cancel them ".

However, at the same time she expressed hope that the heads of the regions, where elections will be held on the same day of voting on September 10, will do everything possible to prevent bureaucratic obstacles for candidates. The head of the CEC said: "I hope that in the future we will solve this problem and cancel them. I hope that the legislators will also come to this conclusion ".

creating an electoral code in Russia that would systematize all electoral legislation, now there is no single point of view. Some experts support its creation, others do not see it necessary.

Pamfilova believes: "There are different points of view, but this is the question that should now be put in the work of this working group at the beginning. This is a system issue ... This is the subject of additional discussions, there is no complete unanimity here ".
