The Ukrainian authorities began to "ignore" the demands of people in uniform, which leads to an outflow of professional cadres from the army. Right now, in the face of the threat of external aggression, it is especially important to motivate the military. This opinion was expressed by the director of the information and consulting company Defense Express, military expert Sergei Zgurets in an interview with "Apostrophe". "A man in uniform should not feel forgotten. This may well be one of the Achilles' heel of the Ukrainian army. Any political leadership today must pay attention to this and implement projects that can significantly enhance the desire of officers to serve in the Ukrainian army, "says Zgurets. According to the expert, "civil" salaries have surpassed the "military" and the state that weakly motivates to the service. Therefore, the state needs to create appropriate conditions. "There are a certain number of officers, measured by tens of thousands, who are ready to break contracts. It is an echo of the fact that the dynamics of economic changes in Ukraine is the following: even the minimum wages that contractors received earlier were high enough in their time in comparison with the civil segment. Now this segment has overtaken the military and then the question arises that some people start to go just to Europe, despite the visa-free travel. The issue of defense of Ukraine is laid directly on people who consider this their main vocation. If such people exist, then the state must provide them with the conditions, "he concluded.. Recall, against the backdrop of mass dismissal of servicemen of the Armed Forces because of low salaries, Defense Minister Stepan Poltorak earned in July 71,400. UAH. At the end of July, the Ministry of Defense of Ukraine asked the government to allocate 4.5 billion UAH for increasing salaries to servicemen from October 1, 2018.

The Supreme Court noted that a low level of wages is one of the reasons for the dismissal of the military after the end of the contract. "From January to June, 11 thousand resigned. officers and contractors who had military experience, another 18 thousand. must resign before the end of 2018, "the press center of the Supreme Court. The number of people wishing to leave for various reasons from the APU this year is much greater than the number of those who have signed a contract with the APU or are willing to do so.
