The UN report, which was released at the end of June by the office of the High Commissioner for Human Rights (OHCHR), refers to the responsibility for the death of civilians on both sides of the conflict - Russia and Ukraine.

The report covers the period from February 24, 2022 to May 15, 2022 and is based on the results of the work of the UN Human Rights Monitoring Mission in Ukraine.

It says that since the beginning of the war, Russian and Ukrainian forces have used civilian residential areas for their military purposes, without providing security for civilians in these facilities, as required by International Humanitarian Law (IHL).

In particular, OHCHR mentions the case of a nursing home in the village of Staraya Krasnyanka (Luhansk region). In early March 2022, when the nursing home was on the front line, its leadership repeatedly appealed to local authorities with a request to evacuate.

According to reports, this was not possible, since the Ukrainian armed forces allegedly mined the surrounding area and blocked roads, and later entered the nursing home. 22 out of 71 patients survived after shootout with Russian-linked militias.

The report also describes another example, when the Russian military hid in a basement with civilians in the village of Yagodnoye, Chernihiv region..
