Speaker of the Duma Vyacheslav Volodin, commenting on the appointment of Pligin, recalled the vast experience of legal practice and the legislative work of the new adviser.
Over the course of three convocations, Pligin headed one of the key Duma committees - on constitutional legislation and state construction.
"His knowledge of parliamentary activities will be in demand to coordinate the work carried out by expert councils, including the Council on Lawmaking, where leading lawyers and experts work out proposals to improve the quality of lawmaking, conduct systematic analysis and a comprehensive assessment of draft laws," said Volodin.
