The accident happened on April 24 in the village near Anapa. Uglev is hospitalized with a head and leg injury.

According to Uglev, he was shot down on a pedestrian crossing near his house by an elderly resident of the same village. From the scene the driver did not hide.

Uglev worked in a group that developed nerve agents of the class "Newcomer".

He was an employee of the Volsky branch of the State Scientific Research Institute of Organic Chemistry and Technology (GOSNIIOKhT), which since 1972 has been working on new poisonous substances. He left the institute in 1994 and is currently retired.

The Government of Great Britain believes that one of the substances of the class "Novice" was used to poison the former colonel of the GRU, Sergei Skripal, who worked for the British special services, and his daughter. This happened in early March in the city of Salisbury in the UK.
