The situation in Afghanistan is not changing much. This causes public dislike, no one wants to send their forces to Afghanistan. The thing is that Afghanistan is tired of everyone at large. But at the same time everyone understands that the terrorist acts will continue there. Of course, everyone would like to stop them, but this is a complicated matter. There's a powerful underground. Take one cell - the other will arise. So it is very difficult to stop terrorist attacks, it is almost impossible.
So far, it does not look like there was a world. Will the local factions agree on some kind of balance? I dont know.
