President Vladimir Zelensky signed Decree No. 203/2020 on the Annual National Program under the auspices of the Ukraine-NATO Commission for 2020. As explained in the President’s Office, the annual national program (GNP) defines the strategic goal of reforms, goals and priorities in the implementation of Ukraine’s Euro-Atlantic integration policy, as well as the government agencies responsible for these tasks. The program is a system document aimed at the systematic implementation of the state’s strategic course enshrined in the Constitution of Ukraine for the acquisition of full membership in the North Atlantic Treaty Organization.
The program focuses on achieving compliance with NATO membership criteria, transferring the Ukrainian security and defense sector to NATO standards and strengthening democratic civilian control. The main focus of the program is on the efforts of the state to ensure the security and well-being of man as a key subject of national security. The implementation of comprehensive reforms in various areas stipulated by the GNP should further bring Ukraine closer to the Alliance.
