The expert is sure that the list under the title "Kremlin Report" will include people from Vladimir Putin's close circle, but he named specific names. As for top politicians and officials, like Lavrov or Shoigu, Fried believes that specific names do not constitute the main part of the sanctions program.

He is sure that targeted sanctions and restrictions will not immediately become noticeable for Russian figurants, but for that, the sanctions are designed to achieve a gradual financial squeeze.

President Trump is likely to submit a full sanctions list by the end of early January 2018. In effect, they will enter the next spring.
