Today, on November 14, the National Commission implementing state regulation in the field of communication and information protection agreed without comment on the draft decree of the Cabinet of Ministers of Ukraine "On approval of the action plan for 2018 for the implementation of the Cybersecurity Strategy of Ukraine".

The draft order was developed by the Administration of the State Committee for Communications in order to approve the action plan for 2018 for the implementation of the Cybersecurity Strategy of Ukraine.

According to the cover letter to the project from the Administration of the State Committee for Communications, this plan was developed on the basis of proposals received from 30 state bodies, but no financial and economic calculations were provided. Thus, the Administration of the State Service of Communications sent this plan, together with the draft resolution of the CMU, to ministries and other state bodies with a request to coordinate them and provide the relevant financial and economic calculations.

The plan of measures for 2018 for the implementation of the Cybersecurity Strategy provides for 21 events. Among them, only one relates to the NCCR: Implementation of measures to establish the National Center for Operational and Technical Management of Telecommunications Networks of Ukraine (the so-called NCU).

The main executor of this event is the Administration of the State Service of Communications, and the NCCR, together with the General Staff of the Armed Forces of Ukraine, are identified as co-executors.

As it became known during the meeting of the NCCR, the Administration of the State Communications Committee has already made some attempts to establish a National Center for Operational and Technical Management of Telecommunications Networks.

- The Administration of the State Service of Communications has already developed a separate plan for the establishment of the NCU, the stages of the activities have been determined and the total estimate for the research, design and construction of the main and reserve NCU for the period from 2017 to 2020 was preliminary calculated, the National Commission.

According to the latest information at the disposal of the NCCR, at the moment the Administration of the State Committee for Communications and Research conducts research work on the development of a model for the operational and technical management of the telecommunications networks of Ukraine, in which the NCU will be the main element.
