A petition to the President, Prime Minister and the speaker of the Verkhovna Rada with a demand to immediately stop the illegal practice of automatic blocking of tax bills and also open a criminal case under Article. 113 "Sabotage" on the fact of deliberate actions aimed at weakening the economy of Ukraine in the conditions of war.

The initiators of the petition say that for two months of the experiment on electronic administration and automatic blocking of tax bills, the official purpose of which was declared to be the fight against the so-called "twists" (fictitious operations aimed at selling VAT), the system blocks the work of legal enterprises and flushes their current assets , which will inevitably lead to the economic collapse of Ukraine in the foreseeable future.

On the "twists" the system can not affect, because such operations are engaged by representatives of large businesses that carry out import and export operations, but for large taxpayers the work of this control and blocking system did not extend to the original. Instead, the criteria of "riskiness" were written out in such a way that they began to block the work of the domestic medium-sized business, especially the one that carries out production activities, is noted in circulation.

For example, buying nails and wood with the subsequent sale of furniture made from them, or buying gasoline and selling transportation services are defined by the system as "twists" and are blocked. As a result, more than 10% of medium-sized businesses have already faced a blocking of overheads and VAT, which was illegally sent to the budget, the appeal says..

The system of appealing against such actions is blocked by tens of thousands of appeals. As a result, the work of many Ukrainian enterprises is paralyzed and their current assets are washed out, which leads to a reduction in GDP and a decrease in the tax base. Tens of thousands of businesses are on the verge of bankruptcy.

The petition states that despite numerous appeals to the parliament and the government, the automatic blockage has not been stopped, which indicates the intentions of the initiators of such a blockage in the Ministry of Finance aimed precisely at such consequences catastrophic for the Ukrainian economy.

Signatories demand to stop the illegal practice of automatic blocking of tax bills, extend the system of electronic control of VAT bills to large taxpayers and initiate a criminal case under the article "Diversion" for deliberate actions aimed at weakening the economy of Ukraine in the conditions of war.
