The Ministry of Infrastructure has developed criteria for traveling abroad under the Shlyakh system, since there are no general criteria for travel yet. This was announced by the Deputy Minister for the Development of Communities, Territories and Infrastructure Serhiy Derkach, Ukrainian Radio reports.. It is reported that the Shlyakh system was created before the start of a large-scale Russian invasion and allowed licensed cargo and passenger carriers to travel abroad, and more than a year ago, volunteers were added to this list, who bring humanitarian aid from abroad for the Armed Forces of Ukraine. " But this system was quickly used by dodgers to avoid mobilization.. It is reported that about 19 thousand men liable for military service took advantage of this.. " Now, unfortunately, there are no criteria in the legislation that would say how to refuse a trip to a particular volunteer. If a statement is written that we are a charitable organization and ask to release such people who go for humanitarian aid for such an authority or military unit, this formally allows you to include a person in Shlyah. There are no criteria for verification yet," The Ministry of Infrastructure, according to an official, does not accept applications from individuals, but only from charitable foundations with experience, and the rationale must be supported by a letter from the recipient of charitable assistance, but there are many cases of abuse by dodgers or misunderstandings with real volunteers. In his opinion, this problem will not be easily solved without introducing systemic changes to the legislation, but the Ministry of Infrastructure has already developed a draft amendment to the resolution with specific criteria for leaving, and this draft has already been submitted to the Cabinet of Ministers. Recall that people's deputy Lyudmila Marchenko was detained after receiving the second part of the bribe for fraud with the Shlyakh system. On July 11, Marchenko and her assistant were informed of suspicion.

Women accused of helping a man illegally travel abroad for a $5,300 bribe. NABU made public part of the evidence, in particular, the conversations of the defendants, where the details of the fraud are discussed. The video also recorded the moment when the assistant to the MP handed over money and how Marchenko tried to get rid of material evidence by throwing dollars over the fence of her house..
