From April 1, 2025, all conclusions of medical commissions regarding military liable for military service will be issued in electronic format, and documents will be stored in the register. Therefore, citizens will not have to go between medicalcabines, collect certificates and wait in lines.

What has changed since April 1? Now, after inspection of the IPC, conclusions are drawn up exclusively in electronic form in the medical information system of the Armed Forces of Ukraine, which enables citizens not to go with a decision on suitability or unsuitability for military service, not to introduce this through TCC.
" Actually this innovation is carried out as part of a large reform of the military medical commission. We have already launched this, ”Chernogorenko explained.
She added that in the framework of the reform, a digitalization of several procedures was carried out. In particular, the electronic direction at the VVK in the “Reserve+” application has been introduced. To date, 4 million users have already been registered there, who daily choose comfortable online services instead of visiting TCC right in their smartphone.
" The electronic direction contains all the necessary information, with it a person goes to a specific healthcare institution and is an inspection there, ”the representative of the Ministry of Defense explained.
Paper documents remain valid the deputy minister emphasized that all the documents that were issued earlier remain in force, as well as the ability to receive a paper direction at the APC or the paper conclusion of the commission even after April 1.
For example, if this is a certificate from the VVK (conclusion about suitability), then it can be done immediately after inspection. If the certificate of disease to recognize unsuitability for military service, then the commission approves this conclusion from the central or regional IHC, and then, at the request of a citizen or citizen, it can be obtained on paper.
" You will see your status regarding the medical unit immediately in your reserve+and you will not have to deal with pieces of paper, ”Chernogorenko noted.
Also, according to her, you can appeal both paper and electronic IPC conclusions - the procedure for this remains the current. In particular, if a person does not agree with the conclusion of the commission, he file a complaint with the central or regional commission or appeals this decision in court. This right is provided for by order No. 402 of the Ministry of Defense, and this procedure is preserved in relation to electronic conclusions.
