For suppliers of thermal energy in Ukraine, black days may come

The owner of the apartment, in the event of the adoption of the law, will be able to file an application for the refusal of the service to the supplier of thermal energy. And if the apartment belongs to several persons, such an application must be signed by all co-owners.

Tenants of apartment buildings connected to a centralized heat supply system are obliged to pay for this service, regardless of the desire and actual use of it. At the same time, apartment owners are deprived of the possibility to install autonomous heating, use electrical energy for heating, or simply refuse to provide communal services. It turns out that even without using the service, the tenant, however, is obliged to pay for it.

Such rules, according to the authors of the bill number 8431 of 05. 06. 2018, directly contradict the Constitution. In addition, utilities often do not have the opportunity to replace or repair heating systems, which inevitably leads to a decrease in the quality of services provided, with a constant increase in the cost of a communal. Consequently, the population has well-founded doubts about the need for such services.



Having received the application, the provider of the service must develop free of charge technical specifications for the shutdown within a month, which involves the separation of the intra-apartment network from the district heating network and the installation of appropriate pipelines to ensure the passage of heat to apartments that continue to use the service.

Specifications are fulfilled by the owner of the apartment at his own expense outside the heating season. After the completion of the work, a special inspection is carried out and an act is drawn up, which subsequently serves as the basis for terminating the service agreement.
