The parliamentary faction “Servant of the People” lost its actual mono-majority and since May 2023 has never independently cast 226 or more votes for bills that eventually became laws in Ukraine. To make key decisions, the government is forced to constantly attract additional votes from parliamentary groups and the opposition, as evidenced by the results of a study of the public initiative “Golka”.

When considering personnel issues, the parliamentary majority is most often helped by the remnants of the pro-Russian party OPZZH and the parliamentary group “Dovira”.

Analysis of the votes shows the following distribution of support:.
Dovira Group: provided 77 auxiliary votes for decision making.
Remains of the OPZH: if we combine the indicators of two parliamentary groups (“Renewal of Ukraine” and “Platform for Life and Peace”), then their total contribution exceeds the indicators of “Dovira”.
“European Solidarity”: gives decisive votes when considering important bills on European integration.

The researchers applied a mathematical methodology - the Banzhaf index (an indicator that measures not the absolute number of votes cast, but the real structural importance of a faction for achieving final voting success). According to this index, demonstrative dynamics are demonstrated by the deputy group “For Maybutne”, which is associated with the business group of Igor Kolomoisky. She rarely shows high activity in ordinary voting, but her support grows rapidly during situational exchanges - when the government receives the necessary votes in exchange for supporting a decision beneficial to this group.
Oksana Stavniychuk, an investigative journalist and engineer based on data from the public initiative “Golka”, notes that the chairman of the Servant of the People faction, David Arakhamia, has learned to build situational coalitions. However, this does not indicate political flexibility, but the absence of a real coalition during the war that could take full responsibility for the course of the state. Since it is impossible to hold elections under martial law, it is quite possible to form a coalition government, but the OP and the mono-majority do not see the need for this as long as the situational mechanism works.

In turn, the chairman of the committee on European integration, Ivanna Klympush-Tsintsadze (“European Solidarity”), emphasized the faction’s readiness to create a coalition of national unity. She noted that this is only possible if a real accountable government is formed, a coalition agreement is signed and the principle of inclusive dialogue is observed, as was the case in the first months of the full-scale invasion.
As of August 2026, 47 majoritarian constituencies remain vacant in the Verkhovna Rada, and in total the parliament has lost 71 people’s deputies. Most of them resigned at their own request, moving to other government positions.
