His first meeting, held by the deputy speaker of the Council of Federation, Secretary of the General Council of the United States of America, Andrei Turchak, was held today in the Kaliningrad region. Party member, who also heads the Council for the Development of the Digital Economy, urged experts to hurry on the issue of the transition of the system of state administration of the regions to digital technologies. "Regional Legislations should think about forming similar Councils for the development of the digital economy, which will include independent experts," Turchak summed up.. He noted that the Council will also be involved in lawmaking activities. "We are talking primarily about the examination of the first package of laws developed by the government in this field. There are 16 of them today. Part of them can certainly be adopted already at the autumn session, "Turchak said.. Within two weeks, the Council, created in April, will finalize the resolution taking into account the proposals made at the meeting. Recommendations on the acceleration of the development of the digital economy in Russia will be presented to the government along with strategies and road maps of the regions. The work will be organized in four priority areas: "Ensuring the systemic and balanced development of the digital economy in the constituent entities of the Russian Federation", "Enhancing the competitiveness of Russian technology and ensuring digital sovereignty", "Development of the human capital of the digital economy" and "Digitalization of public administration". The best practices of digitalization, Turchak assured, will be directed to the regions, the level of development of the digital economy will be based on the rating. "Own strategies for the development of the digital economy should not only take into account the specifics of the regions, he said, but also provide for the revitalization of the infrastructure of business incubators and technology parks," said the deputy speaker of the Council of Federation. According to him, when implementing the program "Digital Economy" it is necessary to consolidate the priority of domestic decisions over foreign. And also create conditions for the introduction of intangible assets of companies in circulation to attract financing. "This topic, perhaps, should be devoted to a separate meeting of the Council to discuss in more detail," concluded Turchak. The new association intends to develop a "digital minimum" standard in order to teach the technologies for remote reception of public services to the population.

With this proposal, the Council will address the government. Creation of favorable conditions for the development of the IT industry experts analyzed on the example of the Kaliningrad region. Its governor has boasted that since the beginning of the year for the scientific activity there were offered unique conditions within the SEZ. Since that time, 46 organizations have already been included in the register of residents of the SEZ of the Kaliningrad region, including 13 IT projects. In the first 3 years, the announced volume of investments is about 95 million rubles, and the number of new jobs is 869 people. Russia may have a chance to return to the "big league" of microelectronics, the vice-president for science of the Skolkovo Foundation Nikolay Suetin. He specified that large companies have already announced the development of "neural-like" chips. "All this opens up new opportunities for creating products that are competitive in the world market," he said.. Separate discussion platform for interaction and coordination of industry departments to the Council proposed to organize the president of NP "Russoft" Valentin Makarov. In addition, the assistance of the association would not be superfluous in the formation of legislation promoting the introduction of the digital economy in Russia. Its advancement in control and supervisory activities will significantly reduce the burden on business and budget institutions, says the Chairman of the Accounting Chamber Alexei Kudrin. The department, he does not doubt, will try to introduce many digitalization processes. "In this respect, we can conduct fewer inspections, but we will see everything," Kudrin said, adding that the scale of digitalization in Russia already requires massive training of specialists. "We need training, training, training of specialists, which are not enough in the regions," he stressed.. Careful approach to lawmaking in the sphere of digital economy was called by the Minister of Digital Development, Communication and Mass Communications of the Russian Federation Konstantin Noskov. "There are no templates, textbooks, clear models for the development of the digital economy, according to which it would function. We need to be careful about the rulemaking in the digital economy, "the minister said.. Before the authorities, he believes, there is a serious task. The country needs new laws in the area under discussion, which would protect both citizens and business.

"In the digital economy, data become the main commodity, the main value, and we must not allow data on citizens and companies to be used illegally," explained Noskov. Let us note that Andrei Turchak arrived in Kaliningrad with a working visit.

He met with the head of the region, visited the ceremony of laying flowers at the monument "To the Memory of a Forgotten War, Changing the Course of History". The memorial is installed in the park of the Innovation Center "Technopolis GS" Gusev.
