Development of digital technologies of the Russian Federation will be discussed in the Kaliningrad region

Strengthening the legislative and legal framework for the development of the digital economy in Russia and the barriers that impede this path will be discussed on August 1 in the city of Gusev, Kaliningrad region. There will be the first meeting of the Council for the Development of the Digital Economy, organized under the upper house of parliament in April this year. The vice-speaker of the Federation Council Andrey Turchak will preside at the meeting. "We need, together with the government, to get involved in law-making work at the earliest stage," Turchak stated.. According to him, the Council will pay special attention to the integration of regional interests and specifics in the development of the digital economy. "We will conduct parliamentary control over the implementation of the relevant program in the regions. At the first meeting of the Council, we will determine the priority areas of work, but there will be no formal limitations - the agenda will be formed on the basis of real requests of the regions and the expert community, "emphasized the vice speaker of the Federation Council. It is planned that the meeting will consist of several parts. First, the participants will discuss the maintenance of the systemic and balanced development of the digital economy in the regions of the country. A report on the topic will be delivered by the Governor of the Kaliningrad region Anton Alikhanov. Then Nikolai Suetin, Vice President for Science of the Skolkovo Foundation, Andrey Bezrukov, member of the Board of the Association of Developers and Electronics Manufacturers, and Valentin Makarov, President of Russoft, will present their reports on improving the competitiveness of Russian technologies and ensuring the digital sovereignty of the country. Alexei Kudrin, Chairman of the Accounts Chamber of the Russian Federation, Konstantin Noskov, Minister of Digital Development, Communication and Mass Communications of the Russian Federation, and Dmitry Mezentsev, Chairman of the Committee on Economic Policy of the Russian Federation, will share their vision of digitalization of state administration. Rector of the St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO) Vladimir Vasiliev, Chairman of the Board of the Association of Human Capital Elena Artemieva and the Rector of Moscow State University will speak on the problem of human capital in the digital economy.. The Council consists of senators, representatives of relevant ministries and departments, heads of a number of regions, representatives of the scientific community, business and state companies. The tasks of the Council are to study the state and trends of the development of the digital economy in the Russian Federation, the expert analysis of federal draft laws in this field, the control over the application of normative acts on the development of the digital economy, the preparation of proposals for the formation and implementation of state policy in the development of the digital economy.
