Konovalyuk: money to support agrarians should not go to officials

Three quarters of the money allocated from the state budget in 2016 to support agriculture was spent on the functioning of the bureaucracy. About this on his Facebook page, wrote an economist, the leader of the "New Ukraine" Valery Konovalyuk, commenting on the data of the Association of Livestock Breeders of Ukraine.

According to Konovalyuk, last year on the support of agriculture from the general and special funds of the budget of Ukraine were allocated 1.7 billion UAH.

"74% of the funds or 1.28 billion. UAH. Were spent on the work of the Minagroprom and the State Bailiff Service. And directly to the development of the agricultural industry was allocated 345 million. UAH - 20%. With such disproportion, it is simply impossible to talk about the development of the agricultural sector, "Konovalyuk wrote.

The economist noted that today in the southern regions of Ukraine, agrarians can not sell the entire volume of finished products and are forced to throw it away.

"And our neighbors are Poles in the presence of more than 2 million. Small farms (5-10 hectares) annually increase the production of agricultural products by 20%, "- wrote Konovalyuk.

He said that this situation needs to be changed.

"Most of the budget should be allocated for the development of the agricultural sector. These funds should be directed to financial support and protectionism of domestic agricultural producers, stimulation of seed base development and support of processing enterprises with high added value, "said Konovalyuk.



The economist is sure that the state policy should be aimed at compensation for loans, projects for the development of breeding and seed base, tax preferences for producers of finished products from agricultural raw materials.

"Only a reboot of the economy can raise our agricultural sector. The state should reconsider its role in the development of industries. It is necessary not only to deregulate the business, but also to update the system of financing by the state of the sectors of the economy, "concluded Konovalyuk.
