Ukraine will attract more than 251 million euros for the development of housing programs and support for citizens who have lost their homes due to Russian aggression. The corresponding agreements with the Development Bank of the Council of Europe were reached during the Ukraine Recovery Conference 2026, said Deputy Prime Minister for the Recovery of Ukraine - Minister of Development of Communities and Territories Alexey Kuleba.
Of the 100 million euros for the “IVdnovlennya” program, half will be allocated by the Council of Europe Development Bank, and another 50 million euros will be allocated by the Italian government. These funds will be used to compensate for destroyed houses, thanks to which more Ukrainian families will receive housing certificates.
In addition, the parties agreed to expand the “Housing for IDPs from TOT” program. At the next stage, it is planned to attract 80 million euros - this will allow financing about 2 thousand. housing vouchers for displaced people, primarily for veterans and people with disabilities due to war.
The Veterans Housing program is also starting.. It is planned to attract 60 million euros for its implementation in order to issue more than 1.5 thousand. preferential mortgage loans to Ukrainian defenders and defenders.
Another more than 11 million euros of the grant will be used for the development of the “єєВідніння” service itself: the work of local commissions, faster processing of applications, the launch of new services and the restoration of private houses.

This is not the first stage of cooperation between Ukraine and the Council of Europe Development Bank in the field of housing. Previously, the parties had already agreed to raise 140 million euros for housing for veterans and displaced people, and also began payments under the compensation program for IDPs who lost their housing. Our country became the 43rd member country of the Council of Europe Development Bank in 2023. Since then, the BRSE has been financing social projects in Ukraine, in particular in the areas of housing, healthcare and support for internally displaced persons.
