Not all parents of first-graders can currently receive the “Schoolchild Package” through the Diya application - some applications are blocked due to inconsistencies in the data in state registers, in particular after the mother’s last name has changed. If an error occurs, parents are advised to contact the school to check the child’s data in AIKOM-2 or personally submit an application to the Pension Fund service center (PFU). This was announced by the Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy Daniil Getmantsev. According to him, from August 5, parents of first-graders were able to submit applications, and the first families have already begun to receive funds. At the same time, he receives many requests from parents who cannot process the payment due to technical and organizational problems. The “schoolchild package” provides a one-time payment of UAH 5,000 to families whose children are entering first grade. The money is intended to prepare the child for the start of education. Funds can be used to purchase things necessary for school, in particular clothes, shoes, stationery and other supplies..

You can make a payment through the state application Diya or in person by contacting the PFU service center. However, the mere fact that the program has already started does not mean that every family can apply without any problems.. Some parents receive an error message after trying to apply for assistance. One of the main reasons for the problems, according to Getmantsev, is the inconsistency of information about the child or parents in government information systems. When registering, the data is not entered completely manually by parents. Information about the child and his parents enters the AICOM-2 system automatically from state registers. That is why even a slight discrepancy in the data may cause the system to be unable to confirm the right to payment. For example, the problem may arise after changing the mother's surname. If information has not yet been synchronized in different state systems or old data remains in one of the registries, the system may not establish the necessary connection between the child and mother. If a problem arises, parents are advised to first contact the school where the child is studying or is supposed to study.. It is necessary to ask the employees of the educational institution to check information about the child in the AICOM-2 system. If it turns out that some data is out of date or entered incorrectly, it needs to be updated.

We are talking, in particular, about the child’s personal data, information about parents and other information that is used to automatically check the right to payment. After correcting the information in the system and synchronizing it with state registers, parents can try again to apply for benefits. That is, if the Diya application does not pass the application, this does not necessarily mean that the family is not entitled to the “Schoolchild Package”. In some cases, the reason may be purely technical - the system does not find or cannot match the necessary data. At the same time, questions arise not only in connection with the operation of digital services. As Getmantsev noted, parents also report difficulties in personally applying to the Pension Fund.

In particular, the people's deputy receives requests about cases when certain branches of the Pension Fund refuse to accept applications from parents, citing the need to wait until August 25. However, it is not possible to submit an application through the Pension Fund’s electronic account..

Getmantsev emphasized the need to quickly resolve these issues. According to him, the responsible authorities must establish data exchange between government systems and ensure uniform rules for accepting applications in all branches of the Pension Fund.
