The Verkhovna Rada has already adopted the second draft law - No. 7531, which forbade for the period of martial law to forcibly collect debts for housing and communal services from an individual. 287 deputies of the Verkhovna Rada voted for the basis.

The deputies voted for the shortened term for the preparation of bill No. 7531 for the second reading. And if it is adopted, then temporarily for the period of martial law on the territory of Ukraine, the enforcement of decisions on the collection of debts for "

However, there is an important nuance. The Law states that it enters into force no earlier than the day the draft law No. 7317 enters into force..

At the same time, draft law No. 7317 also expressly provides for a ban on the collection of debts for housing and communal services, although in general it contains much broader rules than draft law No. 7531.

But the main problem lies elsewhere. As you know, project No. 7317 received the veto of the President. According to the Head of State, this law does not contain a clear mechanism for applying the provisions established by it, as well as criteria for classifying persons as subjects to which it will apply, which may lead to a violation of the proportionality of relations between the interests of creditors and debtors.

On June 27, the law returned to Verkhovna Rada with the proposals of the Head of State. On July 9, the bill was again put on the agenda of the Verkhovna Rada.

And on July 13, the bill received a conclusion supporting the proposals of the President and is awaiting consideration of the veto.

At the same time, as you know, the procedure for overcoming a veto is much more complicated than simply passing a bill.. According to the Law of Ukraine "

But even if the veto is overridden, it is still unclear how the deputies see the parallel existence of two laws with identical norms regarding the ban on the collection of debts for housing and communal services from the population.
