The Administration of the President stated that they need access to the data of the public register of VAT refunds in order to obtain prompt and transparent information, as well as to analyze and prevent possible abuses.
"To fulfill the task of the National Council of Reforms and the National Security and Defense Council with the aim of conducting more in-depth analysis within the framework of the cooperation between the Situation Center of the AP and the State Fiscal Service, the beginning of the analytical work was agreed by providing access to data in read mode. We are faced with the task of offering analytical tools that will allow us to identify patterns of abuse and manipulation in the mode of working with GFS data. The proposed model of work makes it impossible to make any changes in the base of the GFS from the side of the AP, "said the statement of the deputy head of the presidential administration, Dmitry Shimkiv, distributed by the presidential press service on Tuesday evening, April 18.
In particular, the preliminary expert analysis of the register made it possible to identify signs of such possible abuses, such as non-compliance with the order of priority of applications for VAT refunds, violation of the terms for agreeing VAT refunds, changing the date of withdrawal of the territorial authority of the GFS, provision of temporary preferences for one company to others, Applications with violations of the timing of approval or without any data on verification of GFS.
Shymkiv explained that the analytical work is carried out on a separate server to which data from the main GFS server is copied.
"The reverse copying is impossible," the deputy head of the AP assured, adding that the results of the analysis will be presented at the next meeting of the National Council of Reforms and the National Security and Defense Council.
As Ukrainian Pravda reported, the presidential administration appealed to the GFS of Ukraine with a request to give it access to the register of automatic reimbursement of value added tax.
Earlier it was reported that since April 1, the Ministry of Finance launched an online register of reimbursement of value added tax. The ministry told ZN. UA, that from April 1 of the year the VAT refund to the payers will be carried out on the basis of the Register of applications for the return of amounts of budgetary compensation, the formation of which is carried out by the GFS and the Treasury.
As told ZN. UA in the Ministry of Finance, during 10 months of 2016, the GFS did not comply with the requirements of the tax code and promulgated the registers of applications for budgetary VAT refunds in part.

The Ministry conducted an analysis of published registries, which showed that, in addition to non-compliance with the requirements for the disclosure of registers, the GFS violated other norms of the Tax Code governing the procedure for compensation. More than three thousand potential violations were discovered in the amount of more than five billion hryvnias.
On April 2, Finance Minister Alexander Danilyuk announced that the Electronic Keys Certification Center of the State Fiscal Service, on which the successful operation of the VAT refund registry depends, was hacked.
