The attacker used a hunting rifle to first shoot to death two children, aged 8 and 11, and their mother, who lived as lodgers in his house in the Medovin district in the west of the city of Cetinje. He then went outside and randomly shot another 13 people, seven of whom were killed.. The shooter was later killed in a shootout with police..

Police investigating the attack released a statement on Saturday saying it is not yet clear what motivated the shooter, who is still referred to only by his initials..
