The United States, Britain and France do not intend to sign or ratify the document. Participants in the UN conference on the development of a convention on the total ban on nuclear weapons agreed on the text of the final document, reports DW. The document was voted by 122 countries out of 193 participants. Against the Netherlands, and Singapore abstained. It is noted that none of the nine countries possessing nuclear weapons: the United States, Russia, Great Britain, China, France, India, Pakistan, North Korea and Israel - did not participate in negotiations on the text of the treaty and in voting. The same was the position of Germany and other NATO member countries. Representatives to the United Nations of the United States, Britain and France in a joint statement stressed that this agreement "ignores the reality of the international security environment," and therefore the countries do not intend to sign or ratify the treaty. According to the text of the treaty, the signatory states undertake never to develop or possess nuclear weapons. Countries are also prohibited from handing over to or threatening anyone with weapons. The treaty states that "most countries in the world no longer regard nuclear weapons as a legitimate way of waging war".

The agreement obliges to provide assistance to victims of testing and use of nuclear weapons. The document will be open for signature until September 20, 2017 and will enter into force after it is ratified by at least 50 countries.
