The Qualification and Disciplinary Commission of Prosecutors decided to dismiss the prosecutor of the Kyiv District Prosecutor's Office of the city of Odessa Pavel Mayorov. Where did the suspicions come from?.
A wave of checks by prosecutors on the legality of disability registration began after a scandal with the chairman of the Khmelnitsky regional MSEC Tatyana Krupa, who was convicted of illegal enrichment. In November 2024, Odessa activist Demyan Ganul published a list of 58 prosecutors with disabilities of various groups, in particular, Mayorov was on it.
Mayorov has been working in the prosecutor's office since July 2002, and since April 2021 he has been holding the position of prosecutor of the Kyiv District Prosecutor's Office of Odessa. He was diagnosed with the second disability group for a general illness in March 2021 at the Odessa Regional Center for Medical and Social Expertise. Two attempts, two sick days.
Until October 1, 2025, the prosecutor had to appear at the Ukrainian State Research Institute of Medical and Social Problems of Disability of the Ministry of Health of Ukraine. According to Mayorov, he took a vacation from September 29 to October 3 and bought a ticket, but did not make it due to poor health.

Mayorov insists that health problems have accompanied him since 2019, and in 2020 he suffered a serious illness, which became the basis for establishing disability. In July 2024, the military medical commission declared him fit for service, but, as the man notes, in a certain list of units: support units, TCC and SP, military educational institutions, medical, logistics, communications units, operational support and security units. In his opinion, this conclusion of the VLK in no way “denies his status as a person with a disability”.
In addition, his lawyer submitted to the CDC an extract from the decision of another medical institution, dated May 2026: according to this document, Mayorov has already been assigned the third disability group for a period of two years.

The KDKP admitted that the prosecutor violated the requirements of the law, since Mayorov deliberately did not comply with the written request of the management for a second medical examination and did not publicly refute doubts regarding the legality of the disability established for him. The commission also found out that the man did not contact the personnel department either about the arrangement of the workplace, or about changing the schedule or referral for sanatorium treatment.

The Qualification and Disciplinary Commission does not itself dismiss prosecutors, but only decides that the prosecutor deserves such a punishment and recommends his dismissal.
The dismissal order in this case must be signed by the Prosecutor General or the head of the Odessa Regional Prosecutor's Office. While this signature is missing, Mayorov remains at work.
The prosecutor may disagree with this decision and file a complaint with the High Council of Justice or court.
