According to activist and soldier Bohdan Gdal, this morning many police arrived at the scene with paddy wagons and are trying to forcefully stop the protest.

“The Kyiv sustainability plan, on the basis of which the Kyiv City State Administration lays this pipe and bypasses a bunch of permitting procedures, was voted by the Kyiv City State Administration and approved by the National Security and Defense Council retroactively after the start of work. And the president signed it even later - only 31. 08. 2026. Consequently, both the tenders and the construction itself were illegal from the very beginning.. And for more than a month they were carried out without any legal basis,” he noted..

The activist added that the decision of the Kyiv City Council on the park remains in force, which the KSCA does not take into account, and there are also no permits from the KSCA Department of Environment.

The activist also drew attention to the response of the Kyiv City State Administration to a request from MP Anna Bondar, which indicated that the city authorities do not plan in the near future to modernize the district boiler house to which the pipe leads. He claims that the power of the boiler house is only enough to provide heat to the adjacent houses on Teremkovskaya and partly Teremkov-2, so talk that laying a pipe will provide heat to Zabolotnogo Street is not true.

At the same time, the Kyiv City State Administration denied cutting down trees for laying a heating network.

“Currently, construction and installation work is underway at the site to lay a backup heating main for the residential areas of Teremki-1 and Teremki-2. It should ensure the supply of heat in the event of an emergency or shutdown of the thermal power plant,” the Kyiv City State Administration reported with reference to information from the Kyivteploenergo enterprise..

They noted that the construction of the heating network is being carried out according to an optimized version of the project, which provides for the preservation of about 160 trees. At the same time, it is planned to remove about 10 trees.

The Kyiv City State Administration added that excavators are currently digging a trench on site for laying a heating network, and they are also installing a fence around the construction site.
