Men liable for military service from 18 to 60 years of age who receive summons are subject to conscription. In 2023, the Cabinet of Ministers approved new rules for military registration. LCF Law Group lawyer, reserve junior lieutenant, tactical medical assistance instructor Vladimir Romanchuk in an exclusive comment for ZN. UA explained whether it is necessary to register for military service abroad.
Romanchuk explained that Article 65 of the Constitution defines the defense of the Fatherland, independence and territorial integrity of Ukraine, respect for its state symbols as the duty of all citizens of Ukraine.

The lawyer noted that military registration is carried out taking into account the procedure established in Ukraine for declaring and registering the place of residence (stay) of individuals, is organized and directly maintained by government bodies, as well as enterprises, institutions and organizations in which conscripts and those liable for military service work (train).

At the same time, according to Art.. 52 of the Resolution “On approval of the Procedure for organizing and maintaining military records of conscripts, those liable for military service and reservists”, foreign diplomatic institutions of Ukraine including:.
facilitate the return of those liable for military service and reservists to Ukraine in the event of mobilization and wartime (during a special period); report, within seven days from the date of consular registration or deregistration, about conscripts, persons liable for military service and reservists to the relevant district (city) territorial recruitment and social support centers, SBU bodies, units of the Foreign Intelligence Service at the place where they are registered with the military;
maintain military records of conscripts, those liable for military service and reservists who are on temporary consular registration according to the list. The list is stored in a foreign diplomatic institution of Ukraine for five years.
Romanchuk emphasized that the removal from military registration of conscripts, those liable for military service and reservists traveling abroad for a period of more than three months is carried out after their personal arrival at the relevant district (city) territorial center for recruitment and social support, an agency of the SBU, a unit of the Foreign Intelligence Service with documents,.
Conscripts, those liable for military service and reservists who travel abroad for up to three months are not removed from the military register.
Such citizens, within seven days from the date of arrival at their new place of residence (abroad), are required to apply to a foreign diplomatic institution of Ukraine for military registration.
“If a conscript, a person liable for military service or a reservist does not visit a foreign diplomatic institution of Ukraine within 7 days to register for military service, he will violate the requirements of the Procedure providing for liability in accordance with Article 210 of the Code of Ukraine on Administrative Offenses. And this threatens with a fine of 30 to 50 tax-free minimum incomes of citizens,” the expert concluded.
