The appointment of the so-called "elections" on the occupied territories of Donetsk and Lugansk regions on November 11 is "a compulsory step", Russian representative at the Minsk talks told the tripartite contact group yesterday Boris Gryzlov. And he added:.

"The elections of the People's Councils and heads of republics appointed on November 11 are not municipal elections. And the local elections in the Donbass, in accordance with paragraph 11 of the Set of Measures for the Implementation of the Minsk Agreements, should be held only after Ukraine adopts the law on the special status of the Donbass on an ongoing basis, as well as after the constitutional reform "(end quote).

As is known, the "Minsk Agreements" do not differ in special logic - which is not surprising, because they were adopted in February 2015 not on the basis of logic, but contrary to any common sense - at the sight of tank battalions from Buryatia and under the arrogant pressure of the blackmailer Putin.

But all the same, the agreements signed in Minsk, taking into account all their "contradictory" moments, do not contain frank delusions - unlike yesterday's statement by Gryzlov.

In the 11th clause of the agreements referred to by Gryzlov, this is not about "elections", but, indeed, about "carrying out constitutional reform" in Ukraine (of course, with all the ensuing consequences - uncertain until turbidity). And directly about the elections in the ORLLO it is said in other points (which in the document, we recall, only 13).

Take, for example, one of the most absurd provisions of "Minsk" - point number 9. It reads: "The restoration of full control over the state border by the government of Ukraine in the entire conflict zone must begin on the first day after local elections". That is, the "election of heads and people's councils" will take place (according to Gryzlov, on November 11). And only after them should elections ever "pass through" - and only then will it be possible to restore full control over the border with the Russian Federation? That is, before the "local" elections - in all districts, cities and villages, throughout the territory of the OPDO and ORLO, - there will be no control over the border? The "heads of republics" elected in November 2018 will be elected, and "people's parliaments" will adopt "laws" - and without voting at the level of towns and villages across the border, Russian "themnamety", equipment and ammunition will continue to be transferred?.

Perhaps, the former leaders of the ORDLO at the negotiations in Minsk, Zakharchenko and Plotnitsky, represented themselves exactly this way. But the documents before the signatures of these two figures were discussed by 16 hours of quite sane people - the heads of four states, and they were signed not only by the above two idiots.

Or point 4, which says: "On the first day after the withdrawal (heavy weapons - Obkom), start a dialogue about the modalities of local elections in accordance with Ukrainian law".

Discussing the extent to which the conditions precedent to this clause are fulfilled and who constantly violates them, of course, it is possible, as well as whether this "dialogue about modalities" began or not, especially in accordance with Ukrainian legislation. But here another is important. It's about local elections - and about no other ("People's Councils and heads of republics are municipal", which Gryzlov mentions). And it can not be otherwise: neither from a "formal" point of view, nor from any other. For there are no "republics" in the text of the Minsk agreements, and therefore there are "chapters" of these "republics", and so-called "people's councils" (parliaments in this "Gryzlov" context). There are in the text of the document namely "certain areas of the Donetsk and Lugansk regions of Ukraine" - and nothing more.

Maybe Gryzlov believes that all the elections that take place in a separate settlement are "local" - including the election of presidents of states and national parliaments? But, we hope, the phrase "In the village of Uyskoe, Chelyabinsk region, there were local elections of the Russian president and deputies of the State Duma", even the ex-speaker of the State Duma of the Russian Federation Gryzlov would find the stupid.

If the signatories of the Minsk Agreements implied that there will be three types of elections in the ORLLO: "heads of republics", "people's parliamentary" and "local", why, after mentioning "local" elections, much more important - from the point of view of resolving the situation - Elections more "high level" in general there is not a word?.

Gryzlov, of course, can declare (in fact, he did it yesterday) that it is: the "letter" of the agreements says only about "local" elections. But if you adhere to the methods proposed by Gryzlov, then, for example, and paragraph 10 looks simply absurd. It reads: "The withdrawal of all foreign armed formations, military equipment, as well as mercenaries from the territory of Ukraine under the supervision of the OSCE. Disarmament of all illegal groups ". Why should not Gryzlov state that nothing is said here about the "republics", and so, only Ukraine should fulfill this provision. But there is no other state in the text of the agreements, except Ukraine, and it is clear that we are talking about the withdrawal of armaments and mercenaries and the territory of those "separate regions" that Gryzlov calls a "republic".

Finally, paragraph 12, which also deals with elections: "Questions relating to local elections will be discussed and agreed with representatives of certain regions of Donetsk and Lugansk regions within the framework of the Tripartite Contact Group. Elections will be conducted in accordance with relevant OSCE standards when monitored by the OSCE / ODIHR ". If one adheres to Gryzlov's "logic" and assumes that only "local" elections are "carefully" arranged (discussion, harmonization, standards, monitoring), then one must wonder: why are the elections of "heads and people's councils" not mentioned at all? Or the signatories of the agreements concluded that elections, for example, to the Yenakiyevo City Council or the Sedovo City Council deserve the attention of both the Trilateral Group and the OSCE, and the election of "heads and people's councils of the republics" is such a trifle that without such conditions and measures do you manage?.

As you know, the upcoming "elections" in the ORLL were condemned as contradicting the "Minsk agreements" in Kyiv, and in Europe and the USA. It is also known that they were going to hold their "power" ORDLO anyway, and Zakharchenko said a few months ago that he would "run" (although shortly before the explosion that tore him a booze in the Separ tavern, he was inclined to extend his powers as and his colleague from Orlo).

It is possible, on the one hand, and on the other hand to reassure in its adherence to the "Minsk principles", one can point to the fundamental impossibility of these agreements.

But to present the document, in the fidelity to which for several years all the participants in the "Minsk process" swore, like some kind of rubbish and in general "not about that" - it is still necessary to be Gryzlov. A person who for many years headed the State Duma of the Russian Federation and is one of the leaders of United Russia, there can be neither shame nor conscience "by definition".
