Citizens will be trusted on the floor about the place of residence and will cancel the stamp in the passport. But increase the penalty for untruthful information.
"Registration" in Ukraine was canceled in 2003. Then they tried to move away from the Soviet legacy of control over citizens. It was replaced by the registration of the place of residence. But in fact the model remained old - you need to go to the passport office with evidence of your place of stay: a certificate of the composition of the family, housing documents, a passport and so on.
Only in 2016, the function of registration of residence was taken from the migration service and handed over to local authorities and the Centers for the provision of administrative services (CCPU, or CNAP in Ukrainian). And last year they canceled house books.
Now they want to make registration easier: online and without documents. But to tighten fines and inspections.
As in Ukraine they want to change the registration rules, I learned the site "Today".
What is changing Every third Ukrainian does not live by the place of registration. Landlords do not want to register other people's people, and it's difficult. Now, to obtain a propiska, you need to file an application, a certificate of family composition, a passport or birth certificate, a military ticket to men, and pay an administrative fee of UAH 32. You also need to prove your right to register with housing documents or a lease agreement.
Under the current law, Ukrainians must change their registration if they live at a new address for more than six months. Those who are liable for military service, the participants in the legal proceedings must report the move in a month of absence at the "old address".
Ukrainians, who do not live by residence registration and did not register on time, are for the first time threatened with a warning. If, however, within a year "reappears" repeatedly, you will have to pay a fine of up to 51 hryvnia.
The registration can be checked by local authorities and employees of the administrative services provision center. But because of small fines, officials do not go to apartments and offices to find a Ukrainian without a residence permit.
All this will change in the opposite direction. The Office of Administrative Service Reforms introduced a bill that would change the rules for registering a place of residence from 2020, if the Rada voted for it.
Registration is done either verbally or electronically. You can come to the registration authority with a passport and give your details: address of residence, phone number, e-mail. And you can register through the Single State Portal of Administrative Services. Registration requires an electronic digital signature.

Children under 10 years can be registered only at the place of residence of one of the parents. If parents are removed from registration - the child is also automatically removed.
New checks and penalties The registration authority will be able to check the place of registration. Check is not the legality of a person's residence, but the very fact of his residence. The Office of Admin Administration reforms says that the checks will be selective. Owners of housing will not be checked.
Before checking the place of registration, the official will send a warning about the check and a questionnaire to clarify the data that the person indicated in the declaration. The person himself chooses the dates and time when he can come to check. Go to the house or apartment will not be. It's enough just to open the door and show your documents.
But if you do not answer the questionnaire after two calls, registration can be suspended or withdrawn. In addition, upon request, schools can check the registration of pupils.
The fines will tighten. For living outside of the place of registration, there will be no punishment. But if a person specifies untrue information, he will have to pay 1700 hryvnia. For a repeated violation, the punishment is 3400 UAH.
If you do not register more than 90 days after your discharge, the fine will be 340-680 UAH. For a repeated violation - 850-1700 UAH.
Is it worth to be afraid of landlords When a person registers in a rented house, the owner will receive a message. The Lessor can apply to the registration authority online, by mail or in person, and suspend a residence permit. After checking the tenant will be removed from the registration.
Subscriber tenant will not affect the size of the subsidy, convince the Office of the administrative reform. In addition, from May 1, Ukrainians who have issued a subsidy for housing and rent it out may lose state aid. For this, the social protection agencies will strengthen the checks.
Registration at the place of residence does not mean that a person is applying for housing. And does not mean that he lives legally in the house or has the right to move in. It gives the right to a citizen to vote in elections, to send a child to school near the house and to use other public services.
Registration in an apartment or a child's home does not mean either that it will not be possible to write it out. Children are removed from registration automatically with their parents, regardless of their desire.
