The referees of the final tournament of the 2018 World Cup received clear instructions to combat manifestations of racism during matches.

FIFA gave clear instructions to the arbitrators who will work at the matches of the 2018 World Cup finals, regarding the actions in case the stands use "hooters" of racist or other discriminatory nature.

If in the stands fans start shouting insults towards the participants of the game, the referee must suspend the match and demand to announce the stadium about the inadmissibility of such chants.

If this does not work, the referee must stop the game until the order in the stands is restored.

In this case, the announcer at the stadium will once again call the fans to order.

In the event that even after this insult continues, the referee must stop the match.

Fix violations in the stands will not only surveillance cameras, but also three special agents that will be placed in the stands at each match.
