Bookings for IT specialists will be taken under control: what employees need to know

In Ukraine, control over the conscription of military personnel will be tightened, in particular in the IT sector, and digital systems will help identify cases where companies do not revise conscription data after staff reductions. For employers, this means the need to constantly update information about employees and strictly comply with established rules, because further changes in reservations will also depend on the situation at the front.

This was stated by the Minister of Digital Transformation Oksana Ferchuk in an interview with DOU. According to her, the issue of reservation has already been discussed with representatives of IT companies and specialized associations.

According to Ferchuk, businesses must use reservations exclusively in accordance with the rules established by law.. The Ministry of Digital Development fears that individual cases of abuse may cast doubt on the appropriateness of the mechanism itself, which gives enterprises the opportunity to retain key employees during mobilization.

" Any abuse calls into question the appropriateness of the instrument itself,” the minister said..

This is not about canceling reservations for IT specialists, but primarily about monitoring how correctly companies use the opportunities provided to them. Ferchuk emphasized that the state’s task is also to maintain conditions under which that part of the Ukrainian IT industry that operates in accordance with the law can continue to develop. The minister gave a specific example of a situation that the state may regard as a problem. A company can reserve a certain number of conscripts, and after staff reduction does not revise the number of people booked. That is, the company first gets the opportunity to reserve, for example, a certain number of employees, but subsequently some of them quit or the staff is reduced. If the information is not updated, the actual number of company employees will no longer correspond to the data on the basis of which the reservation was made.

According to Ferchuk, such inconsistencies can be tracked in digital systems. " I think the state will identify and eliminate them,” she noted..

Thus, timely updating of information about employees becomes especially important for employers.. Changes in staff, hiring of new employees or layoffs can no longer be considered only as an internal personnel procedure.

Increased control comes as digital opportunities for employers expand. In particular, Ukrainian enterprises have the opportunity to online verify and update individual military registration data of their employees through the Diya portal. The employer or his authorized person can log in to the portal, enter the necessary information and confirm it with an electronic signature. After this, there is no need to additionally submit similar information in paper form..

Through the electronic system, you can report, in particular, about a person’s hiring, dismissal, change of surname or place of residence. After checking the information, data on the hiring or dismissal of an employee must be updated in the Unified State Register of Conscripts, Military Personnel and Reservists within 72 hours.

The state pays special attention to situations when the number of employees of an enterprise changes. If a company has reduced some staff but continues to use the same amount of bookings, there is a discrepancy between the actual staffing and the data on which the booking decision was based.

It is these cases that Ferchuk called one of the examples of potential abuses. Therefore, it is important for employers not only to obtain a status that allows them to book workers, but also to keep the information up-to-date in the future. Changes in the company can affect the ability to reserve, and digital systems allow the government to identify inconsistencies faster.

Increased oversight of the IT sector comes at the same time as a review of the general criteria for businesses eligible to qualify for mission-critical status.. In June 2026, the Ministry of Economy revised the relevant criteria. The changes provide, in particular, for tightening requirements for the area of \u200b\u200bland plots, annual income and the level of average wages for certain categories of business entities. In addition, it was reported that from September 1, some enterprises may lose the opportunity to reserve workers liable for military service if they do not confirm their status as a critical enterprise. According to Ferchuk, further decisions regarding booking will depend not only on the situation in individual industries, but also on the external context and dynamics of the war.



At the same time, the minister made it clear that the current position of the state is not to deprive IT companies of the opportunity to book employees, but to make the mechanism more controllable. For the IT industry itself, this means the need to be especially careful about personnel records.

Companies will have to ensure not only that financial or economic criteria are met, but also that information about booked employees corresponds to the actual state of affairs. Ferchuk also called on the IT community to work according to the rules so that individual problem cases do not create grounds for claims against the entire industry.
