However, the expert believes that the problem is not only in excises. The rise in prices in the domestic market creates a fuel shortage that arose because of unlimited exports.

"After the sharp jump in oil prices and the ruble failed, the export alternative of oil companies became more important, and oilmen began actively selling fuel abroad, creating tensions in the domestic Russian market," explained the vice president of RTS. According to Rosstat, retail prices for gasoline in the Russian Federation have been steadily growing all the time.
