Depo. ua decided to analyze - what from it went to the Armed Forces of Ukraine and how far the adopted bill differs from the original one.
To begin with, it is worth remembering that in September we analyzed only the draft law "On the State Budget of Ukraine for 2018" submitted to the Verkhovna Rada for consideration, more precisely the part that concerns the army.
If we compare the original version of the budget, and the one that the Verkhovna Rada adopted yesterday, the expenses for security and defense are somewhat different, but for the better.
In particular, the adopted version is additionally provided with the new budget program CPPCC 2101450 "Expenditures for the Ministry of Defense of Ukraine for the implementation of measures to enhance the state's defense capability and security" in the amount of 2,700.0 million. UAH. on a special fund at the expense of the balance of funds, the source of which was the receipt of confiscated funds and funds received from the sale of property confiscated by a court decision for corrupt and corruption-related offenses for the implementation of measures to enhance the state's defense and security.
The explanatory note notes that these expenses have been planned to be spent on the purchase and manufacture of ammunition, the construction of housing for servicemen, the acquisition of modern weapons and military equipment.
But not only the Ministry of Defense is responsible for the defense and security of the state. About other bodies and structures of power also did not forget.
For the Administration of the State Border Guard Service of Ukraine for KKKRK 1002120 "Measures for the engineering and technical development of the border," development expenditures for a special fund in the amount of 300.0 million. UAH. at the expense of the balance of funds, the source of which was the receipt of confiscated funds and funds received from the sale of property confiscated by a court decision for corrupt and corruption-related offenses for the implementation of measures to enhance the state's defense capability and security.
These funds are planned to be used to ensure measures to strengthen border security in the Ukrainian-Russian sector of the border.
Increased costs of the National Guard 250.0 million. UAH. on a special fund for the implementation of measures to enhance the country's defense capability and state security under KKKRK 1003100 "Expenses for the National Guard of Ukraine to implement measures to improve the state's defense capability and security" from the balance of funds, the source of which was the receipt of confiscated funds and funds received from the sale of property , confiscated by court order for corrupt and corruption-related offenses.
In addition, expenditures for the special fund for KKKRK 1007040 "Expenditures for the National Police of Ukraine to implement measures to improve the state's defense and state security" have been increased by 126.2 million. UAH. at the expense of the balance of funds, the source of which was the receipt of confiscated funds and funds received from the sale of property confiscated by a court decision for corrupt and corruption-related offenses, for the implementation of measures to enhance the defense capability and security of the state.
For the Administration of the State Service for Special Communications and Information Protection of Ukraine for KKKRK 6641140 "Expenses for the Administration of the State Service for Special Communications and Information Protection of Ukraine for the implementation of measures to enhance the state's defense capability and security" include development costs for a special fund of 38.0 million. UAH. due to the balance of funds, the source of the formation was the proceeds of confiscated funds and funds received from the sale of property confiscated by a court decision for corrupt and corruption-related offenses for the implementation of measures to enhance the defense capability and security of the state.
In order to provide state support for the development of the defense industry, additional expenditures are envisaged for a special fund at the expense of the balance of funds, the source of which was the receipt of confiscated funds and funds received from the sale of property confiscated by a court decision for corrupt and corruption-related offenses:.
- The Ministry of Economic Development in the amount of 386.0 million. UAH. on the budget program "Implementation of state target programs for the reform and development of the defense industry complex, development, development and introduction of new technologies, building up existing production capacities for the production of defense products";.
- The State Space Agency in the amount of 104.4 million. UAH. on the budget program "Implementation of state target programs for the reform and development of the defense industry complex, development, development and implementation of new technologies, increasing existing production capacities at enterprises of the space industry for manufacturing defense products".
The above additional expenses are envisaged to be provided by increasing the revenue side of the budget, in particular:.
- due to the revision of the macroeconomic forecast of the Ministry of Economic Development - 11.0 billion. UAH.
- funds transferred by the National Bank of Ukraine according to the Law of Ukraine "On the National Bank of Ukraine" - 1.7 billion. UAH.
- proceeds from the introduction of radio technology 4G - 6.3 billion. UAH.
- part of the net profit due to the growth of economic indicators of state-owned enterprises, as well as the establishment of a basic standard for deductions of net profit for payment of dividends of 75% for Naftogaz of Ukraine - 13.4 billion. UAH.
- confiscated funds and funds received from the sale of property confiscated by a court decision for corrupt and corruption-related offenses - $ 4.7 billion. hryvna.
Also, the latest trends in ammunition depots were taken into account and the redistribution of expenses of the Ministry of Defense was effected by reducing the expenditure of consumption for KKRK 2101020 "Maintenance of the Armed Forces of Ukraine and training of troops" by 200.0 million. UAH. and accordingly an increase in the same amount for the same fund for the development costs of KKKRK 2101210 "Utilization of ammunition, liquid components of rocket fuel, weapons, military equipment and other military equipment, ensuring survivability and explosive fire safety of arsenals, bases and structures of the Armed Forces of Ukraine" to improve the level of security objects of storage of ammunition of the Armed Forces.
So, as a whole, as we can see, the attention of the state to the army continues to remain at a sufficiently high level. However, it can not be overlooked that the financing of this attention is directly tied to economic development. That is, if macroeconomic forecasts are not justified and this development itself is not for certain reasons, then there will not be the financing described above.
To recall, in the initial draft of the State Budget of Ukraine for 2018, the Ministry of Defense of Ukraine provided for the amount of 83,314,500.0 thousand. UAH. , which is 19 287 100.0 thousand. UAH. more against 2017 and by 27 686 571.6 thousand. UAH. more than it was in 2016th. And in the bill passed by the Verkhovna Rada, after the introduced changes and improvements, this figure increased by 2,700,000.0 thousand. UAH. Thus, the military budget of Ukraine for 2018 is 86,014,500.0 thousand. UAH. (86 billion 014 million 500 thousand hryvnia).
And this is right, because, as is known, as is known: a people who does not want to feed their army will feed someone else's.
