During her visit to Ukraine, Albanian Minister of European Affairs and Foreign Rights Elisa Spiropali announced that her country was joining the PURL program to supply American weapons to the Ukrainian military. Spiropali stressed that Russian strikes on Ukrainian critical infrastructure contradict international law. She noted that it is impossible to maintain a neutral position on this situation, and those responsible for the aggression must be punished.

Spiropali said Albania will join PURL this year. The minister assured her country's readiness to join the security guarantees signed last year by Ukrainian President Vladimir Zelensky and Albanian Prime Minister Edi Rama in 2025.
" We need to achieve a just world first. Any initiatives that bring us closer to the end of the war should be supported, but they must include security guarantees. The prisoners must return, the aggressor must destroy and be punished,” added Elisa Spiropali.
It was previously reported that Romania is joining PURL. Their contribution should be 50 million euros. Other countries have also reported their contributions to the PURL program, in particular Norway and Portugal.
