Russian President Vladimir Putin issued a decree on the denunciation of the Russian Federation agreement on conventional armed forces in Europe, signed in November 1990 in Paris.

The decree officially appointed Deputy Foreign Minister Sergei Ryabkov as Putin's representative during the parliamentary procedures in the State Duma to denounce the treaty, which was intended to regulate the number of forces deployed by the Warsaw Pact countries and NATO.

Russia actually suspended the CFE Treaty in July 2007. The then German Federal Foreign Minister Frank-Walter Steinmeier and French Foreign Minister Bernard Kouchner called on Russia not to unilaterally suspend the CFE Treaty.

In March 2015, the Russian authorities announced that they would stop participating in the meetings of the Joint Consultative Group on CFE.. Thus, the Russian Foreign Ministry said at the time, the suspension of the CFE Treaty announced by Russia in 2007 became complete. At the same time, they emphasized that Russia remained a party to the contract.

Russia claims that the treaty, which was intended to balance conventional forces at the end of the Cold War, was de facto broken as former Soviet republics such as Estonia, Latvia, Lithuania and Warsaw Pact countries such as Bulgaria became members of NATO in early 2000.

Recall that in February 2023, Putin announced Russia's suspension of participation in the strategic offensive arms treaty.. The truth about the complete withdrawal of the country from the treaty is not yet discussed.
