On April 11, the State Duma of Russia finally approved a package of amendments to Russian legislation on a unified register of persons liable for military service, which should not allow citizens to evade receiving a summons to the army in any case..

According to the new legislation, the register of military registration in Russia will now be formed automatically.

The law also provides for the possibility of duplicating traditional agendas in electronic form - they will be sent to the State Services service.. An electronic subpoena will be considered served from the moment it is placed in the personal account of a person liable for military service, regardless of whether he looked through his account.

Russian law clarifies that citizens subject to conscription are required to receive subpoenas. If the conscript did not receive a paper summons and deleted his account in the Public Services service, it will still be considered that he received it seven days after it was posted in a special register of summons.

At the same time, all Russian citizens who have received a summons are prohibited from leaving the country until they visit the military registration and enlistment office.. In turn, evaders may be banned from driving a car if they do not come to the draft board within three weeks.. Also, they cannot become individual entrepreneurs, dispose of real estate or take loans.. Regional authorities may impose additional restrictions at their discretion.. In particular, deprive such persons of benefits or refuse to provide other services.

Enrollment in the reserve in the Russian Federation can now be carried out without a personal appearance at the military registration and enlistment office based on information about citizens.

As Andrei Kartapolov, head of the Defense Committee, said during a discussion in the State Duma, the new rules for receiving subpoenas in Russia will affect not only conscripts, but also all those liable for military service..



As for the new register of conscripts of the Russian Federation, it will contain information about the state of health and education of the conscript, place of residence and work, the presence of foreign citizenship or a residence permit in another country.
