The EU Council has adopted an EU strategy to strengthen the protection of children's rights in crisis or emergency situations, in particular during armed conflicts. The conclusions were considered due to systematic and gross violations of the rights of the child by the Russian occupiers in Ukraine.

The corresponding document on the website of the European Council states that during armed conflicts, children are one of the least protected categories of the population..

“The Council points out the need to protect children who have experienced armed conflicts and their consequences, in particular, protecting them from recruitment by the armed forces, from human trafficking, illegal adoption, sexual exploitation and separation from the family,” reads a communique issued by.

The EU Council calls on member states to improve the protection of children in emergencies, strengthen the fight against child trafficking, identify strategies for identifying victims of trafficking and raise awareness among children and their families of the risk of exploitation.
