Western countries have found a solution that will circumvent Russia's veto power in the UN when considering the possible use of chemical weapons in Syria. They want to use the UN General Assembly resolution adopted in 1950 called "Unity for Peace", which allows nine of the 15 members of the UN Security Council to bypass Russia's veto and refer the issue to the vote of the General Assembly, the British newspaper The Guardian.
