As stated on the PACE website, the Assembly is alarmed by the humanitarian situation that is the result of the ongoing Russian war against Ukraine, which takes place in certain areas of the Donetsk and Lugansk regions, as well as the occupation and attempts to annex Crimea to the Russian Federation.

According to the Assembly, today more than four million people need humanitarian assistance. Armed conflict took more than ten thousand. human. The number of people injured during the war reached more than 24 thousand. human.

In addition, more than 1.6 million people are internally displaced, and nearly half a million people have sought refuge in other countries, most of which are located in the Russian Federation.

The adopted text of the resolution calls on the Russian authorities to stop all financial and military support to illegal armed groups in the Donetsk and Lugansk regions. At the same time, according to the document, Russia should ensure respect for human rights and security of all people living in the occupied Crimea and ensure unimpeded access to international organizations annexed to Crimea.

It is indicated that after the occupation in 2014 44 Ukrainians disappeared in the Crimea, 6 of them were found dead, 17 were dismissed, two were convicted, and 19 are still considered missing. All parties to the war must liberate and exchange all prisoners of war and people who were captured during the war,.
