The Prosecutor General's Office published a conversation between Nikolayev criminal authority Mikhail Titov, known by the nickname "Cartoon", with the head of the local faction of the pro-Russian party Oppoblok, Vladimir Frolenko.

During the conversation, Cartoon (left) in a rough form explains to the head of the faction that he "should consult". It is noted that the cartoon "held in its hands" not only the deputy of the regional council, but the entire Nikolayev region.
