According to Ukrainian media, in parallel with April 1, the full deployment of digital military accounting tools is expected, which will automate checks and reduce the human factor. At the same time, statements by officials regarding electronic subpoenas remain ambiguous, which creates controversy in society. What does this mean for Ukrainians? As the UNN agency reported yesterday, from April 1, 2026, the mobilization process in Ukraine will change. This is not about changing legislation or conscription principles, but about the full deployment of digital tools, which began to be introduced back in March. That is, the state places emphasis on verifying personal data, automating procedures and combating abuse. In fact, we are talking about the transition from partially manual administration to systemic digital monitoring. Thus, Ukrainians now need to be more attentive to their data in registers, update them in a timely manner and use new electronic services. According to journalists, one of the key changes is the full functioning of electronic military records. Subpoenas will be sent electronically, while data on those liable for military service will be synchronized with other state registers. In such conditions, paper agendas will gradually fade into the background.. At the same time, the digital system not only informs, but also records violations, in particular failure to appear at territorial acquisition centers. Subpoenas in Diya: to be or not to be Let’s note that people’s deputy Yulia Yatsik stated that in order to strengthen mobilization processes in Diya they plan to introduce the distribution of agendas. Although previously Acting Minister of Digital Transformation Alexander Bornyakov assured that the department is not considering and does not plan to introduce electronic agendas either in Dii or in our other products. According to him, this is a principled position that remains unchanged. Today, the press service of Dii also stated that there will be no mailing of subpoenas in the public services service. “The Ministry of Digital Development team is not working on this and does not plan to introduce such functionality in the future,” the message says.. By the way, earlier the Reserve+ application began sending notifications that the TCC had sent a paper summons by mail. The notice in the attachment is not a subpoena itself, but is an informational message only. Users on social networks do not exclude the possibility that such purely “informational messages” may actually come to Dii. Deferments and strict verification The procedure for applying for a deferment has become easier, since you can now submit documents online. At the same time, the mechanism for obtaining a deferment has become more stringent. All grounds are checked centrally through state registers, and the authenticity of documents is controlled automatically. Particular attention is paid to cases where they try to obtain a deferment through formal training or fictitious care for relatives. In this way the state is trying to reduce the number of abuses.
