The Ministry of Internal Affairs explained that a driver’s license is issued exclusively to the applicant personally.

“The transfer of a document to another person is not provided, even by power of attorney, in particular general or notarized,” the message says.

The department added that for an extract on the absence (presence) of a criminal record, there is no prohibition on a representative receiving the document.

" The requirement for personal receipt applies only to driver's licenses and does not apply to police records,"

The Ministry of Internal Affairs reminded that an extract on the absence (presence) of a criminal record in Ukraine can be obtained through “Diyu”, a Single Window for Citizens or by contacting the Ministry of Internal Affairs of Ukraine directly. If a person is abroad, the following options are available:.

Order an electronic statement remotely (if you have Ukrainian electronic identification);

Contact the consular office of Ukraine in the host country to submit a request;

Authorize a representative in Ukraine using a notarized power of attorney to submit an application, receive a paper document and send it to you by international mail or courier service.
