President of Ukraine Vladimir Zelensky excluded Lieutenant General Ivan Gavrilyuk, the former First Deputy Minister of Defense, from the headquarters of the Supreme Commander-in-Chief. The corresponding decree No. 304/2025 is published on the official portal of the head.
On April 11, it became known that Gavrilyuk decided to leave his position of his own free will. He held this position since May 2024.
“Suprikalna”, citing its source in the Ministry of Defense, reported that the decision to dismiss was caused by a scandal around his initiative - to transfer 78 billion hryvnias of the Polish intermediary company “PHU LECHMAR” SP. z o. to purchase ammunition for the needs of the State Border Service.

According to the interlocutor, this situation inflicted a serious reputation on the Minister of Defense Rustem Umarov, since it was the new -naked leadership of the Office Agency (AOZ), headed by Arsen Zhumadilov, should have been engaged in these purchases.
On April 18, the Cabinet of Ministers officially fired Gavrilyuk from his post. His place was taken by Sergey Boev, a civilian specialist with more than 16 years of experience in the areas of economics, industry, security and strategic development.
In October 2023, Ivan Gavrilyuk was appointed Deputy Umarov on Military-Technical Policy. He was appointed to the post of first deputy on May 17, 2024. Gavrilyuk coordinated purchases to the Ministry of Defense.
