November 19 The Verkhovna Rada of Ukraine praised the draft state budget for 2025. 257 people's deputies voted for the document, 35 voted against it, and 12 voted against it.. The decision has become a key milestone for the country's financial plan for the offensive, which is collecting record-breaking revenues aimed at defense and supporting the population.
The budgetary obligation of the state budget will amount to 3.94 trillion UAH, of which 2.22 trillion UAH will be allocated for defense. Budget revenues are planned at UAH 2.3 trillion, some of which - UAH 141 billion - may be subject to the law on increasing taxes, which still requires the signature of the president. External funding was also transferred in the amount of $38.4 billion.
Prime Minister Denis Shmigal said that all donations from citizens and businesses in 2025 will be directed towards defense and security. The largest amount of money, UAH 739 billion itself, is planned to be allocated to the production and purchase of reserves. In addition, funding has been transferred for the modernization of the military-industrial complex and the purchase of drones.
Another key priority of the budget is social support. The official commitment of video networks to social programs will amount to 421 billion UAH. Indexation of pensions is planned for 2025. UAH 199 billion was allocated for lighting, and UAH 217 billion for medicine.. A total of 10.7 billion UAH will be allocated for the renewal of medical facilities, the purchase of emergency equipment and the creation of rehabilitation centers. Another 17.5 billion UAH are allocated for the modernization of lighting facilities and the improvement of infrastructure.
According to Shmigal, local budgets are withdrawing additional resources, their revenues are increasing by 15% among those working in production.. It is emphasized that the 2025 budget focuses on clear priorities: defense, security, raising people, development and modernization of the country.
However, not all parliamentarians praised the budget.
People's Deputy Oleksiy Goncharenko received criticism, noting that the budget does not sufficiently cover military consumption. He paid tribute to spending on roads, media projects, as well as on high salaries of officials, which, in his opinion, do not correspond to the real needs of Ukrainians at a working hour.
The budget for 2025 is not only a financial plan, but also a tool for supporting the end of the ongoing war, immediately aimed at stabilizing the economy and protecting the population.
