Costs of spending have become possible, regardless of the decision not to finance the road fund in 2025.

Due to changes to the budget transferred by the Ministry of Finance, income that was previously allocated to a special fund for financing the State Road Fund (UAH 43.2 billion) will now be transferred to the central fund of the budget. These changes reflect a new financial strategy for the upcoming crisis.

It is also important to increase the number of views on social programs. The Ministry of Social Policy withdraws additional UAH 1.4 billion. Zokrema, 1 billion UAH will be allocated to assist internal displacement of persons, 102.2 million UAH - to pay for poor resources for digital technologies, and 328.6 million UAH - to provide day care for children with disabilities.

Agro-industrial production has not been lost without respect. UAH 1 billion will be allocated for the development of animal production and agroprocessing.. These funds are expected to reach the state budget through the “Land Bank” project - through auctions for the lease of state rural lands.

The project budget also receives funding from the “Renewal” program, which is aimed at updating infrastructure and economically renovating the country after the war. To pay compensation for poor living conditions, it is planned to see 3 billion UAH, and for compensation for damage to life - 1 billion UAH.
