Ombudsman against mass punishment for Ukrainians from the occupied territories who received a Russian passport

Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets is against mass punishment for Ukrainians who received a Russian passport during the occupation of Ukrainian territories. Lubinets stated this in an interview with Ukrayinska Pravda..

“If a citizen of Ukraine remains in the temporarily occupied territory, his main task is to survive there. In order for him to survive, he, probably, for various reasons, needed to obtain a passport of a citizen of the Russian Federation. Believe me, many citizens of Ukraine who are there sometimes publicly say that the Russian Federation is “good and for a long time”, in fact, they are doing a completely different job, bringing these territories closer,” Lubinets said..

He assured that each fact of obtaining a Russian passport would be assessed separately..
