Majority of Ukrainians positively assess preparation of local authorities for crisis situations with utilities – survey

According to 71% of Ukrainians, the local authorities of their communities have prepared positively or satisfactorily for crisis situations with public services. This is evidenced by the results of a survey conducted on the anniversary of the full-scale invasion of the Russian Federation by the Ilko Kucheriv Democratic Initiatives Foundation and the Razumkov Center sociological service..

“This assessment dominates, despite the fact that the most often mentioned effect of the war on the daily life of citizens was power outages.. Obviously, the reason for this is that Ukrainians consider the Russian Federation to be the main culprit of the power outages, which is shelling the critical infrastructure of Ukraine,” the sociologists explained..

At the same time, it is indicated that the share of negative assessments does not have a significant difference in different regions of Ukraine.. According to the results of the survey, the difference in estimates is caused not by the objective situation with power outages in different regions, but by how people explain the reason for the lack of electricity..

“As in the previous question, people who were influenced by Russian propaganda are obviously less likely to blame the aggressor. Therefore, we see a little more negativity in the assessments of such people about the preparation of Ukrainian local authorities for such crises.. But even among people with such views, the majority assess the actions of the Ukrainian local government positively or at least satisfactorily,” the survey release says..

The research was carried out by the Ilko Kucheriv Democratic Initiatives Foundation together with the sociological service of the Razumkov Center with the support of the MATRA program from December 13 to 21, 2022. 2018 adult respondents were interviewed using the face-to-face method conducted in: Volyn, Transcarpathian, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Chernivtsi regions (Western macroregion); Vinnitsa, Zhytomyr, Kyiv, Kirovohrad, Poltava, Sumy, Khmelnitsky, Cherkasy, Chernihiv regions, as well as in Kyiv (Central macroregion); Mykolaiv, Kherson and Odessa regions (Southern macroregion); Dnepropetrovsk, Zaporozhye, Kharkiv regions (Eastern macroregion).

The survey was conducted on a stratified multistage sample. The sample structure reproduces the demographic structure of the adult population of the territories where the survey was conducted as of the beginning of 2022 (by age, gender, type of settlement).

Theoretical sampling error does not exceed 2.3%. At the same time, additional systematic deviations of the sample may be due to the consequences of Russian aggression, in particular, the forced evacuation of millions of citizens.
