Civil defense in Odessa: we are waiting!

Once it seemed to me that two legacies of the former USSR would never disappear: firstly, an insane number of engineers who graduated from almost all Soviet universities, and secondly, civil defense specialists, which all Soviet students and cadets are required to.

However, time has passed, and the engineer now needs to be looked for during the day with a lantern - and still it is extremely difficult to find. And the situation in the field of Civil Defense now, when we are waging a very difficult war with Russia, let's put it mildly, leaves much to be desired.

It seems that all these tests and exams in civil defense are our government (I don’t know about others, but Odessa definitely! ) didn't give up. Where are all these shelters, with those responsible for them, with chairs, with beds, with water supplies and light from two sources, where are all these signs: “The shelter is there! » and t. Where?

To be honest, I don’t know how it is in other cities, but in Odessa in such matters there is more hope for volunteers than for the authorities. However, when it comes to shelters, the work of only volunteers is impossible.. It is necessary that the representatives of the authorities raise their tender back seat from their familiar seat and work a little. And absolutely within the framework of their due duties.. No one asks them to play the role of a hero from a folk tale - only within the framework of their official powers. Sometimes it's easy. And sometimes - it feels like out of the blue a filthy monster suddenly appeared from somewhere out of the ground, and does not allow the responsible employee to fulfill his duties.

“The civil formation for the protection of public order and the state border “Odessa Maritime Self-Defense” (hereinafter I will write simply “Marine Self-Defense”) decided on its own initiative (and at its own expense, we note), to partially correct the situation with shelters. Yes, while the enemy is shelling Odessa a little, but... In general, the situation with shelters in the city must be urgently changed - this is clear to everyone. And the Odessa Maritime Self-Defense decided to do this.

Their first experience was successful.. They found a shelter on the Seventh Peresypska / Yarmarochnaya Square listed as a worker's shelter. In Self-Defense, there was one member who lived in the area - he became responsible for the work of restoring the operation of the shelter.. The border guards helped, and the district administration took part in the work. The shelter was opened, the district administration helped to remove concrete blocks - a tractor was sent, and, in general, the union of public figures and the authorities made it possible to make this shelter operational. Applause in the studio - for Marine Self-Defense! Hooray, Glory to Ukraine!

Inspired by such a successful experience, the Marine Self-Defense in one of its locations - in Chernomorka - decided to create a new shelter from an abandoned outdoor toilet. Well, remember, there were such people during the USSR, as in the film " There are no shelters, of course, in this area..

The guys from the Marine Self-Defense turned immediately to the vice-mayor of Odessa, Mikhail Kuchuk: they say, so and so. We want to make a shelter out of a closed toilet. Mikhail Ilyich met the Naval Self-Defense with open arms: “My dears, whatever you want, we will do everything! We have shelters like air... \!

Mikhail Kuchuk stamped his foot, quickly gave the guys an act of acceptance and transfer - personally, comrade, excuse me, sir, Alexander Akhmerov, the head of the communal property department, assured that everything would be in order: “We need an initiative! » Everyone clap their hands and rejoice. The curtain.

Marine Self-Defense removes two truckloads of garbage from the former toilet at its own expense. Yes, those eight thousand hryvnias that had to be paid for it were contributed by the guys themselves. Then the booths were quickly demolished.. In general, the scope of work to turn the former toilet into a shelter is ready.

Now you need to connect the light, water and install all the equipment. Of course, you will have to fold again, but both the guys from Self-Defense and the local residents (territorial community), who were extremely happy that a real shelter appeared in their microdistrict, were ready for this.

But then there was one MA-A-Scarlet problem. Tiny, but only you can’t go around her in a tank, even though she’s tiny.

In order to officially connect water and electricity, it is necessary - according to the current rules - to conclude an agreement. But for the conclusion of the contract, the owner or tenant of this premises is required.. And here the act of receiving the transmission, as they say, " Need a lease agreement.

In a conversation with Mikhail Kuchuk, attention was drawn to the need for title documents for the right of the Maritime Self-Defense to do something there. And Mikhail Kuchuk said that in the conditions of war, the city authorities have the right to transfer this building to create a shelter. They have the right, but for some reason they don’t transfer.

It would seem that there is only one step: they gave an act of acceptance of the transfer - give a lease agreement. The guys have already invested their money and are ready to finish the work on equipping the shelter. And it's not the city that's building the shelter, it's the public themselves who equip it at their own expense.. The city authorities should only allow, nothing else.

But for three weeks the contract still does not appear. Garbage - taken out, booths - broken and taken out. It's not five minutes.. But there is no contract! That is, the main problem is not the initiative, not money, but the permission of the authorities.

Of course, maybe the authorities are afraid that the guys are only “hiding behind the war”, but they want to build a thirty-story building for themselves on the site of this toilet?

So in the Transfer and Acceptance Act there is a corresponding line: Naval Self-Defense undertakes to return the premises in a condition no worse than it was before the start of work, within two months after the end of martial law. What other guarantees do you need?

The transfer acceptance certificate is dated April 11. Question to Messrs. Mikhail Kuchuk and Alexander Akhmerov: today is May 3. How much longer do you have to wait?
